Commissioning for Buildings – also known as Cx4b –
is an independent consulting engineering firm dedicated to providing quality engineering services and expert commissioning, coupled with customer-centric service.
We are committed to partnering with our clients and delivering a superior level of service in every aspect of your project – from conception and collaboration, through construction.
With over 100 years of combined engineering experience, Cx4b can meet the needs of nearly any facility type. Our capabilities span a variety of spaces including office, retail, education, technology, residential, apartments, medical, restaurant, multi-family, banks, recreational, religious, hospitality, and industrial projects.
Along with commissioning, Cx4b works with clients, owners and contractors on major equipment replacements. We are equipped to assist in root cause and origin evaluations for instances of high humidity and mold growth.
In addition, because Cx4b prioritizes experience and relationships through their commitment to customer service, we have the connections necessary with various equipment vendors to provide you with the top-of-the-line, most economical solutions for all equipment replacements.

Donald H. Austin, Jr.
P.E., CxA, LEED AP, Vice-President
Mr. Donald Austin, Jr. has been working in the engineering industry for more than 45 years and and founded Commissioning for Business – Cx4b – in 2013. Donald started as a mechanical engineer in 1977 and spent many of the last 40 years at senior management level. As the owner of Cx4b, Donald is focused on developing solid relationships with our clients and ensured all team members understood the value in relationships with our clients. Donald is also responsible for the coordination and implementation of our projects.
Jason Barber
P.E., Senior Mechanical Engineer
A graduate of the University of Florida with a BSME and MS of Engineering Management, Jason is a registered Professional Engineer in the state of Florida with 21 years . Jason has been a team member of highly sophisticated HVAC design and controls with NASA in Cape Canaveral, FL. He has been the managing Senior Mechanical Engineer at several reputable firms. Jason's experience from highly technical applications to full chilled water system design has provided him the expertise that brings significant value to Cx4b.
Ryan C. Todaro
P.E., MRSA, President/Owner
A graduate of Purdue University, Ryan Todaro is a registered Professional Engineer in the state of Florida with a 22 year history of diverse professional experience spanning many sectors. Ryan became the Owner/President of Cx4b in 2023 and is proud to carry on the legacy that Don Austin began. Ryan specializes in chilled water and condenser water system designs, building pressure corrections, and building HVAC troubleshooting and evaluations. In addition, he is a licensed mold assessor in the state of Florida. Ryan is involved in Cx4b’s day-to-day operation, Mechanical and Electrical design, evaluations, and project scheduling.
Oleg Meshkov
P.E., Project Engineer
A graduate of The Moscow Power Engineering University, Oleg designed industrial equipment cooling, hydraulic systems, and natural gas distribution design. With 15 years of engineering experience, Oleg has quickly attained a high-level of HVAC design and attained his P.E.license in 2023. Oleg is extremely competent in pipe distribution and air distribution system design and calculations. Oleg's experience has allowed him to solve difficult problems quite easily.
Excelomano Daniel
Project Engineer
Excelomano is a recent graduate from Florida Atlantic University (FAU) with a BSME degree. Excelomano's impressive knowledge of HVAC and construction allows him to easily provide background drawings, cooling load calculations, and general mechanical design on a wide variety of projects. As the Director of Operations for a reputable restaurant chain, Excelomano developed impeccable customer relation skills, which is the backbone of Cx4b was built. His addition to the team will certainly be appreciated by our clients.
